Diplomacy Review

The best designed game in the history of my board game experience is, without a doubt, the game of Diplomacy! This game has been around for almost 70 years now, and it's popularity has grown to the point of there being a Diplomacy World Championship Convention (World DipCon) being held around the globe each year to determine who are the best players. A single game of Diplomacy is such a unique experience, it opens the mind to a very different way to play a board game. How do you play a game without any luck involved (no dice rolling, no card drawing, no random placement of pieces)?
